Canada's Access to Medicines Regime

In September 2007, Canada became the first WTO member to authorize an antiviral drug for export, to Rwanda, under Canada's Access to Medicines Regime that aims to improve the access of drugs to developing countries. The medicine has yet to reach Rwanda and criticism has been levied at the CAMR as a result. Industry Canada's review concluded that it is too early to change the CAMR but suggested that the government may need to consider other avenues if it is to meet its commitment to export medicines.

Is compulsory licensing the answer to ensure access to medicines in the developing world? Patrick Kierans and Josée Gravelle say the effectiveness of Canada's regime is under question.
