Biography

Charles Keizer practises administrative and corporate/commercial law in the energy sector. He is Co-Chair of our Energy Team. He advises clients undertaking transmission and generation projects on financing, project development, and regulatory and contractual matters. He has also negotiated interconnection and operating agreements on behalf of transmission companies inside and bordering on Ontario.

Mr. Keizer advises energy companies on generation and transmission matters, in particular providing strategic advice related to federal and provincial regulatory regimes. He has been lead counsel in several transmission line developments. He advises and represents clients regarding applications before regulatory authorities on transmission and distribution rates, licensing and leave to construct matters. He also advises project proponents on developing international power lines.

Mr. Keizer advises various wholesale sellers of power on issues relating to interjurisdictional trading and compliance with Ontario's market rules. He handles issues involving connection to the high voltage grid on behalf of transmitters and generators, including drafting and negotiation of connection cost recovery agreements. He has also appeared before the Ontario Energy Board in rate and franchise matters. He advises clients on various power and gas purchase arrangements.

Prior to entering law, Mr. Keizer was a Financial Project Manager with the Ontario Energy Board.
