Patrick Dumberry Releases State Succession to International Responsibility

The break-up of the Soviet Union, Yugoslavia and Czechoslovakia and the unification of Germany were some the most dramatic events in recent history. Patrick Dumberry's new book, State Succession to International Responsibility, deals with a highly controversial problem this creates-the question of State succession to international responsibility.

Dumberry, a litigation associate with Ogilvy Renault in Montréal, addresses this critical question for our times-if a new State may be held responsible for illegal acts committed before its independence by the predecessor State.

He also considers the reverse situation. Can a new State claim reparations for illegal acts committed before its independence by third parties, which affected the predecessor State or its nationals?
