In October 2005, Hydro-Québec initiated a second request for proposals process for the construction of wind farms in Quebec to supply electricity (2000 MW) to be purchased by Hydro-Québec. Sixty-six proposals were submitted by 25 promoters. On May 5, 2008, Hydro-Québec announced that 15 of these proposals were accepted. These proposals still require various regulatory approvals, including in respect of environmental matters.
Hydro-Québec was represented by a team comprised of Jean Savard and Jean Bertrand in respect of matters related to the RFP process, and Jean Bertrand and Marc Lacourcière in respect of ancillary securities laws matters.
